Claude Code vs GitHub Copilot

GitHub Copilot is the cheaper way into AI coding, from $10 a month with unlimited completions and Claude, GPT, Gemini and Grok models billed as AI credits, while Claude Code is Anthropic's own agent, included with Claude plans from $20 a month, which led the Terminal-Bench 4.0 board on Nov 6, 2026.

GitHub Copilot costs less to start, $10 a month for Pro with $15 of AI credits and unlimited code completions, against $20 a month for Claude Pro, the cheapest plan with Claude Code. The two also overlap more than their names suggest: Copilot offers Claude models, including Claude Opus 5.5 and Fable 5.1, in its chat, agent mode and coding agent, and on its higher plans it can hand tasks to Claude Code itself. What separates them is shape: Copilot lives in your editor and on GitHub, with autocomplete and a coding agent that answers issues with pull requests, while Claude Code is an agent first, in the terminal, IDE panels, a desktop app and the cloud.

Price and how use is counted

Copilot now meters "GitHub AI Credits", one cent each. Pro at $10 includes $15 of credits a month, Pro+ at $39 includes $70, and Max at $100 includes $200; Business is $19 a seat with 1,900 credits and Enterprise $39 with 3,900, pooled across licenses. Past the allowance you set a dollar budget and keep going at a cent a credit. Code completions and next edit suggestions do not use credits.

Models are billed at their makers' list prices in credits: Claude Opus 5.5 costs 400 credits per million input tokens and 2,000 per million output, exactly Anthropic's $4 and $20. So $15 of Copilot credits buys the same Claude tokens as $15 of Claude API use; Copilot's value is the editor integration, unlimited completions and the choice of models, not cheaper Claude.

Claude Code works the other way: Pro at $20 ($17 billed annually), Max at $100 and Ultra at $200 give a share of usage that resets every five hours and every week, counted together with chat (Claude Usage Limits). Anthropic prints no token or message counts, so the two cannot be compared exactly, but for anyone running Claude models for hours a day a subscription is designed to cost less than list-price tokens.

The switch to credits was not smooth. Token-based billing took effect on Jun 1, 2026, and TechCrunch reported developers posting estimates of bills rising many times over (individual estimates, not verified). Heavy agent users should set a budget.

Agents

Copilot has two kinds. Agent mode works inside the IDE. The coding agent takes a task on GitHub, researches the repository, plans and implements in the background, and returns one branch and one pull request per task; it runs in a GitHub Actions environment with a maximum of 59 minutes, or in a cloud sandbox that can span several repositories in one organization, and works only on GitHub-hosted repositories. Its compute comes from a monthly allowance separate from AI credits.

Claude Code's agent runs on your machine in the terminal, in a VS Code or JetBrains panel or the desktop app, or in Anthropic's cloud (Claude Code on the Web); it is not tied to a code host. For GitHub it has Claude Code GitHub Actions, which answers @claude in issues and pull requests, and Code Review, generally available for Team and Enterprise since Oct 15, 2026. It also runs headless in any CI system (Claude Code Headless and CI).

Copilot can run Claude Code as a "third-party agent", alongside Codex. GitHub's page contradicts itself on which plans include it: the Pro feature list names Claude Code and Codex, while the comparison table marks the feature for Pro+ and Max only.

Models

Copilot's supported models on Nov 6, 2026 included Claude Haiku 4.5 and 5.5, Sonnet 4 to 5.5, Opus 4.8, 5 and 5.5, and Fable 5 and 5.1, next to OpenAI's GPT-5.3-Codex through GPT-6.1, Google's Gemini 3.8 Flash and Gemini 4 Argon, xAI's Grok 4.5 to 4.7, Moonshot's Kimi K3 and Microsoft's MAI-Code. For Fable 5 and 5.1 GitHub notes that Anthropic retains prompts and outputs, and enterprises must be approved and enable each model.

Claude Code runs only Claude models, with Claude Opus 5.5 as the default on every paid plan (Model configuration). In exchange, it is the harness Anthropic tunes them in: Anthropic's own Terminal-Bench runs use Claude Code.

Benchmarks and popularity

On the public Terminal-Bench 4.0 board (read Nov 6, 2026), Claude Code with Opus 5.5 scored 64.85% and Claude Code with Sonnet 5.5 61.82%, the top two places. GitHub Copilot's agent had no entry, so there is no measured head-to-head; the same Claude models score as the models, not as Copilot. More on Claude Benchmarks.

In the 2026 Stack Overflow Developer Survey, Claude Code (65.5%) and GitHub Copilot (58.7%) were the two most used coding agents or assistants in the past year among 12,255 respondents; Stack Overflow called them "the clear leaders". The question counts reach, and respondents could pick several tools.

When to choose GitHub Copilot

  • You want the cheapest start: a free tier and a $10 plan, against $20 for Claude Code.
  • You type most code yourself and want unlimited completions as you go.
  • Your team lives on GitHub and wants issues turned into pull requests by an agent inside it, with Business and Enterprise controls (content exclusion, public-code blocking, audit logs).
  • You want Claude, GPT-6, Gemini 4 and Grok in one seat and to pick per task.
  • You use Visual Studio, Eclipse or Xcode, where Copilot runs and Claude Code's extensions do not.

When to choose Claude Code

  • You hand off long, multi-step tasks: Claude Code held the top of Terminal-Bench 4.0 on Nov 6, 2026.
  • You use Claude models for hours a day: a subscription avoids paying list price per token.
  • Your code is not on GitHub, or the work spans the terminal, CI, Slack and a phone.
  • You want Anthropic's agent tooling: hooks, subagents, plugins, MCP servers and CLAUDE.md.

Moving between them is easy: Claude Code's /init reads .github/copilot-instructions.md into its project memory (How Claude remembers your project).

Frequently asked questions

Does GitHub Copilot use Claude? Yes. Copilot offers Claude models on its paid plans, including Claude Opus 5.5, Sonnet 5.5, Haiku 5.5 and Fable 5.1, billed in AI credits at Anthropic's list price; on higher plans it can also delegate tasks to Claude Code as a third-party agent.

Is GitHub Copilot cheaper than Claude Code? To start, yes: Copilot has a free tier and Pro costs $10 a month, while Claude Code needs Claude Pro at $20. For heavy use of Claude models, Claude's subscription limits usually go further than Copilot credits, which charge Claude tokens at list price.

Can I use Claude Code and GitHub Copilot together? Yes. Many developers keep Copilot for completions in the editor and run Claude Code in the terminal or a side panel for larger tasks; Claude Code also reads Copilot's instruction file.

Does Claude Code have autocomplete like Copilot? No. Claude Code edits files when asked and has no as-you-type completions; Copilot's completions are unlimited on its paid plans.

Which is more popular, Claude Code or Copilot? In the 2026 Stack Overflow Developer Survey, 65.5% of respondents had used Claude Code in the past year and 58.7% GitHub Copilot, the two highest shares.
